1885 से 1950 तक — कांग्रेस की स्थापना से गणतंत्र स्थापना तक
स्वदेशी आंदोलन की राष्ट्रव्यापी सफलता और हिंदू-मुस्लिम जन-एकता से ब्रिटिश हुकूमत अत्यधिक चिंतित थी। 1905 के बंगाल विभाजन के विरोध में हिंदुओं और मुस्लिमों ने राखी बंधन कर एकता दिखाई थी। इससे ब्रिटिश नीति "Divide and Rule" को गहरा झटका लगा था।
औपनिवेशिक प्रशासकों ने राष्ट्रीय आंदोलन को कमजोर करने के लिए मुस्लिम संभ्रांत वर्ग (जमींदार और नवाब) को कांग्रेस के राष्ट्रवादी प्रभाव से दूर रखने की कूटनीति अपनाई।
30 दिसंबर 1906 को ढाका के नवाब सलीमुल्लाह, आगा खाँ और नवाब मोहसिन-उल-मुल्क के नेतृत्व में 'अखिल भारतीय मुस्लिम लीग' की स्थापना की गई।
तत्कालीन वायसराय लॉर्ड मिण्टो को इसी कारण 'भारत में सांप्रदायिक राजनीति का जनक' भी कहा जाता है।
इस घटना ने भारतीय राष्ट्रीय आंदोलन के समानांतर एक संस्थागत सांप्रदायिकता को जन्म दिया, जिसने राष्ट्रीय एकता को दीर्घकालिक रूप से खंडित किया। यही वह बीज था जो अंततः 1947 में भारत के विभाजन के रूप में फलित हुआ।

अखिल भारतीय मुस्लिम लीग की स्थापना ने भारतीय राजनीति में सांप्रदायिक प्रतिनिधित्व को संस्थागत रूप दिया। यह ब्रिटिश नीति "Divide and Rule" की सबसे बड़ी सफलता थी।

Alarmed by the nationwide success of the Swadeshi movement and Hindu-Muslim unity, the British government was deeply concerned. Hindus and Muslims had shown unity through Rakhi Bandhan in protest against the 1905 Bengal Partition. This was a severe blow to the British policy of "Divide and Rule".
Colonial administrators adopted the strategy of keeping the Muslim elite (zamindars and nawabs) away from the nationalist influence of Congress.
On 30 December 1906, the 'All India Muslim League' was established under the leadership of Nawab Salimullah of Dhaka, Aga Khan, and Nawab Mohsin-ul-Mulk.
Viceroy Lord Minto is called the 'Father of Communal Politics in India' for this reason.
This event gave birth to an institutionalized communalism parallel to the Indian national movement, which permanently fractured national unity. This was the seed that ultimately bore fruit as the partition of India in 1947.

The establishment of the All India Muslim League gave institutional form to communal representation in Indian politics. It was the biggest success of the British policy of "Divide and Rule".
