यह अध्याय RAS के लिए केवल सामान्य निर्वाचन व्यवस्था नहीं है। इसमें निर्वाचन आयोग की संरचना, शक्तियाँ, नियुक्ति, कार्यकाल, मतदाता सूची, परिसीमन, निर्वाचन क्षेत्र, आरक्षण, मतदान प्रणाली, EVM-VVPAT, NOTA, डाक मतपत्र, उपचुनाव, चुनाव याचिका, राजनीतिक दल, चुनाव चिह्न और राजस्थान के नवीनतम आधिकारिक चुनावी अपडेट शामिल हैं।
आगे से हर अध्याय में जहाँ कोई तथ्य 2026 में बदल सकता है, उसे "2026 Official Update" बॉक्स में अलग से चिह्नित करेंगे।
भाग–A : निर्वाचन व्यवस्था का संवैधानिक आधार
भारत में निर्वाचन संबंधी मुख्य संवैधानिक प्रावधान अनुच्छेद 324–329 हैं।

भाग–B : भारत निर्वाचन आयोग (Election Commission of India — ECI)
1. निर्वाचन आयोग
भारत निर्वाचन आयोग एक स्वायत्त संवैधानिक निकाय (Autonomous Constitutional Authority) है।
यह निम्न के निर्वाचन का प्रशासन करता है:
- लोकसभा (Lok Sabha)
- राज्यसभा (Rajya Sabha)
- राज्य विधानसभाएँ (State Legislative Assemblies)
- राष्ट्रपति (President)
- उपराष्ट्रपति (Vice-President)
2. अनुच्छेद 324
निर्वाचन आयोग को निर्वाचन की अधीक्षण (Superintendence), निर्देशन (Direction) और नियंत्रण (Control) प्राप्त है।
Article 324 = ECI की मूल संवैधानिक शक्ति
3. निर्वाचन आयोग की संरचना
संविधान के अनुसार:
- मुख्य निर्वाचन आयुक्त (Chief Election Commissioner — CEC)
- ऐसे अन्य निर्वाचन आयुक्त (Election Commissioners) जिनकी संख्या राष्ट्रपति समय-समय पर निर्धारित कर सकता है।
4. क्षेत्रीय निर्वाचन आयुक्त
राष्ट्रपति निर्वाचन आयोग से परामर्श करके क्षेत्रीय निर्वाचन आयुक्त (Regional Election Commissioners) भी नियुक्त कर सकता है।
5. वर्तमान नियुक्ति व्यवस्था — महत्वपूर्ण अपडेट
निर्वाचन आयुक्तों की नियुक्ति अब Chief Election Commissioner and Other Election Commissioners Act, 2023 के अधीन होती है।
चयन समिति (Selection Committee)
- प्रधानमंत्री (Prime Minister) — अध्यक्ष (Chairperson)
- लोकसभा में विपक्ष के नेता (Leader of Opposition in Lok Sabha) — सदस्य (Member)
- प्रधानमंत्री द्वारा नामित केंद्रीय कैबिनेट मंत्री (Union Cabinet Minister nominated by PM) — सदस्य (Member)
मुख्य निर्वाचन आयुक्त की नियुक्ति केवल प्रधानमंत्री करता है।

भाग–C : मुख्य निर्वाचन आयुक्त (Chief Election Commissioner)
6. मुख्य निर्वाचन आयुक्त का कार्यकाल
कानूनी व्यवस्था के अनुसार:
- 6 वर्ष
- या 65 वर्ष की आयु तक,
जो पहले हो।
7. निर्वाचन आयुक्तों का कार्यकाल
मुख्य निर्वाचन आयुक्त तथा अन्य निर्वाचन आयुक्त 6 वर्ष या 65 वर्ष की आयु तक पद पर रहते हैं, जो पहले हो।
8. मुख्य निर्वाचन आयुक्त को हटाना
यह बहुत महत्वपूर्ण है।
मुख्य निर्वाचन आयुक्त को सर्वोच्च न्यायालय (Supreme Court) के न्यायाधीश के समान प्रक्रिया से हटाया जा सकता है।
अर्थात: संसद के दोनों सदनों द्वारा विशेष बहुमत (Special Majority) से पारित प्रस्ताव के बाद राष्ट्रपति द्वारा हटाया जा सकता है।
9. अन्य निर्वाचन आयुक्त
अन्य निर्वाचन आयुक्तों को राष्ट्रपति हटा सकता है,
लेकिन: मुख्य निर्वाचन आयुक्त की सिफारिश आवश्यक होती है।
CEC और अन्य EC की removal प्रक्रिया बिल्कुल समान है।

10. CEC की स्वतंत्रता
CEC की सुरक्षा: कार्यपालिका (Executive) के मनमाने हटाने से संस्थागत स्वतंत्रता को मजबूत करती है।
लेकिन अन्य निर्वाचन आयुक्तों की सुरक्षा: CEC की तुलना में अलग है।

11. निर्वाचन आयोग क्या करता है?
मुख्य कार्य:
- निर्वाचन कार्यक्रम निर्धारित करना
- मतदाता सूची की तैयारी/पुनरीक्षण
- राजनीतिक दलों का पंजीकरण
- चुनाव चिह्न आवंटन
- चुनाव आचार संहिता का पालन
- चुनाव संचालन की निगरानी
- उम्मीदवारों एवं राजनीतिक दलों के संबंध में वैधानिक कार्य

12. चुनाव कार्यक्रम कौन घोषित करता है?
भारत निर्वाचन आयोग (Election Commission of India) लोकसभा/राज्य विधानसभा के सामान्य चुनावों का कार्यक्रम घोषित करता है।
13. क्या सरकार चुनाव की तारीख तय करती है?
❌ नहीं।
चुनाव की संवैधानिक निगरानी: Election Commission के पास है।
भाग–E : मतदाता बनने की योग्यता
14. अनुच्छेद 326
भारत में लोकसभा और विधानसभा चुनाव वयस्क मताधिकार (Adult Suffrage) के आधार पर होते हैं।
15. मतदान की न्यूनतम आयु
18 वर्ष
16. 18 वर्ष की आयु कब हुई?
पहले: 21 वर्ष थी।
फिर: 61वाँ संविधान संशोधन अधिनियम, 1988 (61st Constitutional Amendment Act, 1988) द्वारा:
21 → 18 वर्ष किया गया।
यह 1989 से प्रभावी हुआ।

भाग–F : मतदाता सूची (Electoral Roll)
17. Electoral Roll
मतदाता सूची (Electoral Roll) किसी निर्वाचन क्षेत्र में मतदान के लिए पात्र मतदाताओं की आधिकारिक सूची है।
18. अनुच्छेद 325
एक सामान्य एक निर्वाचक नामावली (One General Electoral Roll) का सिद्धांत है।
किसी व्यक्ति को धर्म, मूलवंश, जाति या लिंग के आधार पर मतदाता सूची में शामिल होने से वंचित नहीं किया जा सकता।
19. क्या मतदाता सूची स्थायी होती है?
❌ नहीं।
इसका पुनरीक्षण (Revision) होता रहता है।
20. 2026 का महत्वपूर्ण Electoral Roll Update
भारत निर्वाचन आयोग की 2026 नागरिक सेवा व्यवस्था में Special Intensive Revision — SIR 2026 से संबंधित सुविधाएँ उपलब्ध हैं।
मतदाता:
- अपना नाम खोज सकते हैं;
- मतदाता सूची डाउनलोड कर सकते हैं;
- नए मतदाता के लिए Form 6 भर सकते हैं;
- नाम हटाने के लिए Form 7;
- NRI के लिए Form 6A;
- विवरण सुधार/स्थानांतरण आदि के लिए संबंधित प्रक्रियाएँ कर सकते हैं।
21. राजस्थान — 2026 Electoral Roll
राजस्थान के मुख्य निर्वाचन अधिकारी (Chief Electoral Officer — CEO) की आधिकारिक वेबसाइट पर वर्तमान में:
- SIR Final Rolls — 2026

- मतदाता नाम खोजने की सुविधा
उपलब्ध है।
राजस्थान में 2026 में SIR से संबंधित मतदाता सूची गतिविधियाँ आधिकारिक रूप से चल रही/प्रकाशित हैं।
भाग–G : निर्वाचन क्षेत्र (Constituency)
22. Constituency
जिस भौगोलिक क्षेत्र से एक या निर्धारित संख्या में प्रतिनिधि चुने जाते हैं, उसे निर्वाचन क्षेत्र (Constituency) कहते हैं।
23. लोकसभा निर्वाचन क्षेत्र
लोकसभा के लिए: Parliamentary Constituency
24. विधानसभा निर्वाचन क्षेत्र
राज्य विधानसभा के लिए: Assembly Constituency
भाग–H : परिसीमन (Delimitation)
25. Delimitation
निर्वाचन क्षेत्रों की सीमाएँ निर्धारित या पुनर्निर्धारित करना परिसीमन (Delimitation) कहलाता है।
26. परिसीमन कौन करता है?
भारत में परिसीमन के लिए परिसीमन आयोग (Delimitation Commission) गठित किया जाता है।
यह उच्चाधिकार प्राप्त स्वतंत्र निकाय होता है।
27. भारत में परिसीमन आयोग कितनी बार बना?
अब तक 4 बार परिसीमन आयोग गठित किए गए हैं:
- 1952
- 1962
- 1972
- 2002
भारत निर्वाचन आयोग की आधिकारिक Delimitation page भी इन चार आयोगों को सूचीबद्ध करती है।
1952 – 1962 – 1972 – 2002
28. परिसीमन आयोग के आदेश
परिसीमन आयोग के आदेश: कानून के समान प्रभाव (Force of Law) रखते हैं।
और: सामान्यतः न्यायालय में चुनौती नहीं दी जा सकती।
साथ ही संसद या राज्य विधानसभा इनके आदेश में संशोधन नहीं कर सकती।
29. 2026 तक वर्तमान प्रमुख परिसीमन आधार
2002 के परिसीमन आयोग के आदेश 2008 से प्रभावी हुए।
वर्तमान लोकसभा/विधानसभा निर्वाचन क्षेत्रों की संरचना मुख्यतः इसी परिसीमन व्यवस्था पर आधारित है।
30. 2026 का भविष्य-संबंधी महत्वपूर्ण तथ्य
संविधान के प्रावधानों के अनुसार लोकसभा और राज्य विधानसभाओं में सीटों के पुनर्समायोजन पर लगी वर्तमान व्यवस्था पहली जनगणना जो 2026 के बाद प्रकाशित होगी तक की संवैधानिक व्यवस्था से जुड़ी है।
इसे "2026 में परिसीमन हो गया" नहीं लिखना है।
बल्कि: 2026 के बाद की पहली जनगणना के प्रकाशित होने के बाद संवैधानिक प्रक्रिया के अनुसार पुनर्समायोजन का प्रश्न उठेगा।
भाग–I : निर्वाचन प्रणाली
31. भारत में लोकसभा/विधानसभा की सामान्य प्रणाली
भारत में First-Past-The-Post — FPTP प्रणाली लागू है।
हिन्दी में: सर्वाधिक मत प्राप्त करने वाला प्रत्याशी विजयी होता है।
32. क्या 50% मत आवश्यक हैं?
❌ नहीं।
यदि किसी निर्वाचन क्षेत्र में:
- A = 40%
- B = 35%
- C = 25%
तो: A विजयी होगा।
भले ही उसे 50% से कम मत मिले हों।
33. राष्ट्रपति चुनाव की प्रणाली
राष्ट्रपति के चुनाव में:
- आनुपातिक प्रतिनिधित्व (Proportional Representation)
- एकल संक्रमणीय मत (Single Transferable Vote — STV)
- गुप्त मतदान (Secret Ballot)
34. उपराष्ट्रपति चुनाव
उपराष्ट्रपति के चुनाव में भी:
- Proportional Representation

राज्यसभा के निर्वाचित सदस्यों के चुनाव में:

भाग–J : EVM (Electronic Voting Machine)
36. Electronic Voting Machine
भारत में EVM का उपयोग मतदान के लिए किया जाता है।
37. EVM के मुख्य भाग
- Ballot Unit — BU: मतदाता प्रत्याशी के सामने बटन दबाता है।
- Control Unit — CU: मतदान का नियंत्रण/रिकॉर्डिंग।
- VVPAT: मतदाता द्वारा डाले गए वोट का कागजी सत्यापन।
38. VVPAT
पूरा नाम: Voter Verifiable Paper Audit Trail
मतदाता को सीमित समय के लिए कागजी पर्ची दिखाई देती है।
इससे मतदाता यह सत्यापित कर सकता है कि उसका वोट उसके चुने हुए उम्मीदवार के पक्ष में दर्ज हुआ।
39. 2026 का Official EVM Update
2026 के विधानसभा चुनावों में ECI ने EVM और VVPAT की दो-चरणीय Randomisation की व्यवस्था का उपयोग किया।
- पहली randomisation: जिला स्तर से विधानसभा निर्वाचन क्षेत्र।
- दूसरी: विधानसभा निर्वाचन क्षेत्र से polling station।
यह प्रक्रिया उम्मीदवारों/राजनीतिक दलों के प्रतिनिधियों की उपस्थिति में की जाती है।
40. Mock Poll
2026 के आधिकारिक ECI विवरण में 5% randomly selected EVMs पर 1000 votes का mock poll का प्रावधान बताया गया है।
EVM केवल मतदान के दिन randomise होती है।

भाग–K : NOTA
41. NOTA
पूरा नाम: None of the Above
हिन्दी: इनमें से कोई नहीं
42. NOTA का उद्देश्य
यदि मतदाता किसी भी उम्मीदवार को पसंद नहीं करता, तो वह NOTA का विकल्प चुन सकता है।
43. क्या NOTA से चुनाव रद्द हो जाता है?
❌ नहीं।
यदि NOTA को सबसे अधिक मत मिल जाएँ, तब भी सबसे अधिक वैध प्रत्याशी मत प्राप्त करने वाला उम्मीदवार विजयी घोषित होता है।
NOTA को सबसे ज्यादा वोट मिले तो पुनः चुनाव होगा।

44. NOTA कब आया?
भारत में EVM पर NOTA 2013 से लागू हुआ।
यह सर्वोच्च न्यायालय (Supreme Court) के निर्णय के बाद निर्वाचन आयोग द्वारा लागू किया गया।
भाग–L : डाक मतपत्र (Postal Ballot)
45. Postal Ballot
कुछ पात्र मतदाता डाक मतपत्र (Postal Ballot) के माध्यम से मतदान कर सकते हैं।
उदाहरण:
- Service voters
- निर्वाचन ड्यूटी पर तैनात कुछ कर्मचारी
- कुछ विशेष श्रेणियाँ
46. Service Voter
निर्वाचन आयोग के अनुसार service voter में शामिल हो सकते हैं:
- सशस्त्र बलों के सदस्य;
- ऐसे बल जिन पर Army Act लागू है;
- राज्य की Armed Police Force का ऐसा सदस्य जो अपने राज्य से बाहर सेवा कर रहा हो;
- भारत सरकार का ऐसा कर्मचारी जो भारत के बाहर पद पर हो।

भाग–N : निर्वाचन में आरक्षण
53. SC/ST आरक्षण
लोकसभा और राज्य विधानसभाओं में अनुसूचित जाति (SC) और अनुसूचित जनजाति (ST) के लिए सीटें आरक्षित हैं।
54. क्या राज्यसभा में SC/ST के लिए निर्वाचन क्षेत्र आधारित आरक्षण है?
❌ नहीं।
राज्यसभा राज्यों का प्रतिनिधित्व करने वाला सदन है और इसके सदस्य विधानसभाओं के निर्वाचित सदस्यों द्वारा चुने जाते हैं।
भाग–O : चुनाव चिह्न (Election Symbol)
55. Election Symbol
राजनीतिक दलों और उम्मीदवारों को चुनाव चिह्न (Election Symbol) आवंटित किए जाते हैं।
निर्वाचन आयोग Election Symbols (Reservation and Allotment) Order, 1968 के तहत चुनाव चिह्नों से संबंधित कार्य करता है।
56. आरक्षित और मुक्त चिह्न
- Reserved Symbol: मान्यता प्राप्त राजनीतिक दलों के लिए आरक्षित।
- Free Symbol: अन्य उम्मीदवारों के लिए उपलब्ध।

57. राजनीतिक दल का पंजीकरण
राजनीतिक दलों का पंजीकरण Representation of the People Act, 1951 की धारा 29A के अंतर्गत निर्वाचन आयोग से संबंधित है।
58. राष्ट्रीय दल और राज्य दल
निर्वाचन आयोग निर्धारित मानदंडों के आधार पर राजनीतिक दल को राष्ट्रीय दल (National Party) या राज्य दल (State Party) के रूप में मान्यता देता है。

61. MCC कब लागू होती है?
सामान्यतः: निर्वाचन आयोग द्वारा चुनाव कार्यक्रम घोषित किए जाने के साथ आचार संहिता लागू होती है।
62. क्या MCC संविधान का हिस्सा है?
❌ नहीं।
यह मुख्यतः निर्वाचन आयोग द्वारा विकसित आचार संबंधी ढाँचा है।
भाग–R : उपचुनाव (Bye-Election)
63. Bye-Election
यदि लोकसभा/विधानसभा की कोई सीट कार्यकाल समाप्त होने से पहले रिक्त हो जाए, तो उपचुनाव (Bye-Election) कराया जा सकता है।
64. उपचुनाव की संवैधानिक समय-सीमा
सामान्यतः: रिक्ति से 6 महीने के भीतर उपचुनाव कराया जाता है।
लेकिन: यदि शेष कार्यकाल 1 वर्ष से कम हो या निर्वाचन आयोग के परामर्श से विशेष परिस्थितियाँ हों, तो अपवाद हो सकते हैं।
हर vacancy पर बिना किसी अपवाद के 6 महीने में चुनाव होता है।

65. Election Petition
चुनाव को चुनौती देने के लिए Election Petition दायर की जाती है।
66. चुनाव याचिका कहाँ?
लोकसभा और विधानसभा चुनावों से संबंधित चुनाव याचिकाएँ उच्च न्यायालय (High Court) में दायर की जाती हैं।

67. क्या सीधे Supreme Court?

सामान्य चुनाव याचिका: High Court में।
भाग–T : निर्वाचन विवाद और Article 329
68. Article 329
निर्वाचन प्रक्रिया शुरू हो जाने के बाद न्यायालय सामान्यतः चुनाव प्रक्रिया में हस्तक्षेप नहीं करता।
चुनाव को चुनौती चुनाव याचिका (Election Petition) के माध्यम से की जाती है।
69. इसका अर्थ क्या चुनाव आयोग के निर्णय कभी न्यायिक समीक्षा के अधीन नहीं?
❌ नहीं।
Article 329 का उद्देश्य: चुनाव प्रक्रिया को अनावश्यक न्यायिक बाधाओं से बचाना है।
लेकिन: संवैधानिक न्यायिक समीक्षा (Constitutional Judicial Review) पूरी तरह समाप्त नहीं होती।

74. EVM का महत्व
EVM ने:
- मतदान प्रक्रिया को तेज किया;
- अमान्य मतों को कम किया;
- मतगणना को सरल बनाया;

VVPAT ने: मतदाता सत्यापन की अतिरिक्त व्यवस्था दी।
