भाग–A : स्थानीय स्वशासन क्या है?
स्थानीय स्तर पर जनता द्वारा चुनी गई संस्थाओं के माध्यम से स्थानीय समस्याओं का समाधान और स्थानीय विकास का संचालन करने की व्यवस्था स्थानीय स्वशासन (Local Self-Government) कहलाती है।
भारत में 73वें और 74वें संविधान संशोधनों के बाद स्थानीय सरकार को संवैधानिक आधार मिला और शासन के तीन स्तर स्पष्ट हुए:
- संघ (Union)
- राज्य (State)
- स्थानीय सरकार (Local Government)
पंचायती राज मंत्रालय भी भारत में 73वें और 74वें संशोधनों के बाद स्थानीय स्वशासन को शासन के तीसरे स्तर के रूप में वर्णित करता है।
भाग–B : पंचायती राज का ऐतिहासिक विकास
1. स्वतंत्रता से पहले
भारत में ग्राम स्तर पर स्थानीय संस्थाओं की परंपरा प्राचीन रही है।
लेकिन आधुनिक पंचायती राज के विकास में ब्रिटिश काल की स्थानीय स्वशासन व्यवस्था का भी योगदान रहा।
2. लॉर्ड रिपन — 1882
लॉर्ड रिपन (Lord Ripon) को अक्सर भारत में स्थानीय स्वशासन का जनक (Father of Local Self-Government) कहा जाता है।
उनका 1882 का स्थानीय स्वशासन संबंधी प्रस्ताव भारतीय स्थानीय स्वशासन के विकास में महत्वपूर्ण माना जाता है।

3. संविधान सभा का दृष्टिकोण
संविधान के मूल रूप में पंचायती राज को राज्य के नीति-निदेशक तत्व (Directive Principles of State Policy) में स्थान मिला।
4. अनुच्छेद 40 (Article 40)
राज्य को निर्देश दिया गया कि वह ग्राम पंचायतों का संगठन करे और उन्हें आवश्यक शक्तियाँ एवं अधिकार प्रदान करे ताकि वे स्वशासन की इकाइयों के रूप में कार्य कर सकें।

भाग–C : पंचायती राज के लिए समितियाँ
यह RAS का अत्यंत महत्वपूर्ण factual area है।
5. बलवंत राय मेहता समिति — 1957
उद्देश्य: सामुदायिक विकास कार्यक्रम और राष्ट्रीय विस्तार सेवा की समीक्षा।
समिति के अध्यक्ष: बलवंत राय मेहता (Balwant Rai Mehta) थे।
6. बलवंत राय मेहता समिति की सबसे महत्वपूर्ण सिफारिश
भारत में त्रिस्तरीय पंचायती राज व्यवस्था (Three-tier Panchayati Raj System) की सिफारिश की गई।
तीन स्तर:
- ग्राम पंचायत (Gram Panchayat) — ग्राम स्तर
- पंचायत समिति (Panchayat Samiti) — ब्लॉक स्तर
- जिला परिषद (Zila Parishad) — जिला स्तर
7. लोकतांत्रिक विकेंद्रीकरण (Democratic Decentralisation)
बलवंत राय मेहता समिति ने Democratic Decentralisation पर बल दिया।
1957 → बलवंत राय मेहता → त्रिस्तरीय पंचायती राज
8. राजस्थान का विशेष महत्व
भारत में पंचायती राज व्यवस्था का औपचारिक शुभारंभ सबसे पहले राजस्थान में हुआ।
स्थान: नागौर (Nagaur)
तिथि: 2 अक्टूबर 1959
9. उद्घाटन किसने किया?
तत्कालीन प्रधानमंत्री जवाहरलाल नेहरू (Jawaharlal Nehru) ने नागौर में पंचायती राज व्यवस्था का शुभारंभ किया।
उस समय राजस्थान के मुख्यमंत्री मोहनलाल सुखाड़िया (Mohanlal Sukhadia) थे।
2 अक्टूबर 1959 → नागौर → भारत में पंचायती राज का शुभारंभ
10. इसके बाद
आंध्र प्रदेश में भी पंचायती राज व्यवस्था लागू की गई।
भाग–D : अन्य समितियाँ
11. अशोक मेहता समिति — 1977
अशोक मेहता समिति (Ashok Mehta Committee) ने पंचायती राज को मजबूत बनाने के लिए महत्वपूर्ण सुझाव दिए।
इसने द्विस्तरीय व्यवस्था (Two-tier system) की सिफारिश की:
- मंडल पंचायत (Mandal Panchayat)
- जिला परिषद (Zila Parishad)
12. अशोक मेहता समिति की प्रमुख सिफारिशें
- जिला को विकेंद्रीकरण की मुख्य इकाई बनाना;
- राजनीतिक दलों की भागीदारी;
- नियमित चुनाव;
- कमजोर वर्गों का प्रतिनिधित्व;
- पंचायती राज को अधिक प्रभावी बनाना।
13. जी.वी.के. राव समिति — 1985
मुख्य जोर: ग्रामीण विकास प्रशासन में पंचायती राज संस्थाओं को केंद्रीय भूमिका देना।
14. एल.एम. सिंघवी समिति — 1986
यह समिति अत्यंत महत्वपूर्ण है।
L.M. Singhvi Committee ने पंचायती राज संस्थाओं को संवैधानिक दर्जा (Constitutional Status) देने की सिफारिश की।
15. 64वाँ संविधान संशोधन विधेयक
1989 में पंचायती राज को संवैधानिक दर्जा देने का प्रयास किया गया।
लेकिन: राज्यसभा में पारित नहीं हो सका।
16. 73वाँ संविधान संशोधन
इसके बाद 73वाँ संविधान संशोधन अधिनियम, 1992 (73rd Constitutional Amendment Act, 1992) पारित हुआ।
यह 24 अप्रैल 1993 से प्रभावी हुआ।

17. पंचायती राज मंत्रालय (Ministry of Panchayati Raj)
भारत सरकार ने मई 2004 में पंचायती राज मंत्रालय स्थापित किया।
मंत्रालय पंचायती राज संस्थाओं और विकेंद्रीकरण से संबंधित मामलों को देखता है।
भाग–E : 73वाँ संविधान संशोधन
18. 73वें संशोधन ने क्या किया?
संविधान में भाग IX (Part IX) जोड़ा गया।
इसका शीर्षक: The Panchayats है।
19. अनुच्छेद
पंचायती राज से संबंधित मुख्य संवैधानिक प्रावधान अनुच्छेद 243 से 243-O तक।
20. 11वीं अनुसूची (Eleventh Schedule)
73वें संशोधन द्वारा 11वीं अनुसूची जोड़ी गई।
इसमें 29 विषय हैं।

पंचायती राज मंत्रालय भी संविधान के पंचायती प्रावधानों में Part IX और Eleventh Schedule को प्रमुख रूप से सूचीबद्ध करता है।

22. ग्राम सभा क्या है?
ग्राम सभा (Gram Sabha) पंचायत क्षेत्र के सभी पंजीकृत मतदाताओं (all registered voters) का निकाय है।
सबसे महत्वपूर्ण:
ग्राम सभा निर्वाचित प्रतिनिधियों का निकाय नहीं है।
यह सभी पात्र मतदाताओं का सामान्य निकाय है।

29. पंचायत चुनाव कौन कराता है?
राज्य में पंचायतों के चुनाव राज्य निर्वाचन आयोग (State Election Commission — SEC) कराता है।
30. संविधान का अनुच्छेद
Article 243K राज्य निर्वाचन आयोग से संबंधित है।
31. राज्य निर्वाचन आयुक्त (State Election Commissioner)
राज्य निर्वाचन आयुक्त की नियुक्ति राज्यपाल (Governor) करता है।
32. क्या पंचायत चुनाव भारत निर्वाचन आयोग (Election Commission of India) कराता है?

33. कार्यकाल
हर पंचायत का सामान्य कार्यकाल 5 वर्ष है।
34. चुनाव कब?
यदि पंचायत भंग हो जाए तो सामान्यतः 6 महीने के भीतर चुनाव कराना होता है।
लेकिन यदि शेष कार्यकाल 6 महीने से कम हो, तो चुनाव कराना आवश्यक नहीं।

भाग–J : पंचायतों में आरक्षण
36. SC/ST आरक्षण
पंचायतों में अनुसूचित जाति (SC) और अनुसूचित जनजाति (ST) के लिए सीट आरक्षित होती हैं।
यह आरक्षण संबंधित क्षेत्र की जनसंख्या के अनुपात से जुड़ा है।
37. महिलाओं का आरक्षण
संविधान के मूल 73वें संशोधन में कम से कम 1/3 सीटें महिलाओं के लिए आरक्षित की गईं।
इसमें SC/ST महिलाओं के लिए आरक्षित सीटें भी शामिल हैं।
38. अध्यक्ष पदों में आरक्षण
पंचायतों के अध्यक्ष/प्रमुख पदों में भी SC/ST और महिलाओं के लिए आरक्षण का प्रावधान है।
39. OBC आरक्षण
पंचायतों में पिछड़े वर्गों (Backward Classes) के लिए आरक्षण का प्रावधान राज्य कानून द्वारा किया जा सकता है।
SC/ST और महिलाओं का संवैधानिक आधार अलग है।
OBC आरक्षण के लिए राज्य कानून की भूमिका महत्वपूर्ण है।

40. पंचायत को पैसा कहाँ से मिलता है?
पंचायतों के वित्तीय स्रोत:
- स्थानीय कर (Local Taxes)
- शुल्क (Fees)
- राज्य सरकार से अनुदान (Grants from State Government)
- केंद्र सरकार की योजनाएँ (Central Government Schemes)
- राज्य सरकार की योजनाएँ (State Government Schemes)
- वित्त आयोग की अनुशंसाओं से प्राप्त संसाधन (Resources from Finance Commission Recommendations)
41. राज्य वित्त आयोग — Article 243-I
हर राज्य में राज्य वित्त आयोग (State Finance Commission) का प्रावधान है।
यह राज्य और पंचायतों/स्थानीय निकायों के बीच वित्तीय संसाधनों के वितरण से संबंधित सिफारिशें करता है।

43. जिला योजना समिति — Article 243ZD
जिले में पंचायतों और नगरपालिकाओं द्वारा बनाई गई योजनाओं को समेकित करने के लिए जिला योजना समिति (District Planning Committee — DPC) का प्रावधान है।
44. महानगर योजना समिति — Article 243ZE
महानगरीय क्षेत्र के लिए Metropolitan Planning Committee का प्रावधान है।
भाग–M : 74वाँ संविधान संशोधन — नगरीय स्थानीय स्वशासन
अब ग्रामीण नहीं, बल्कि नगरीय स्थानीय स्वशासन (Urban Local Self-Government)
45. 74वाँ संविधान संशोधन अधिनियम, 1992
इसने संविधान में Part IX-A जोड़ा।
यह नगरपालिकाओं (Municipalities) से संबंधित है।

राजस्थान सरकार के विधि विभाग के आधिकारिक अभिलेखों में राजस्थान नगरपालिका अधिनियम, 2009 तथा उसके संशोधन उपलब्ध हैं।

50. राजस्थान पंचायती राज संशोधन विधेयक, 2026
राजस्थान विधानसभा के आधिकारिक अभिलेख में राजस्थान पंचायती राज (संशोधन) विधेयक, 2026 को 2026 का विधेयक संख्या 7 (Bill No. 7 of 2026) दर्ज किया गया है।
यह राजस्थान पंचायती राज अधिनियम, 1994 (Rajasthan Panchayati Raj Act, 1994) में संशोधन के लिए लाया गया।
51. यह विधेयक कब प्रस्तुत हुआ?
राजस्थान विधानसभा के कार्य-सूची अभिलेख के अनुसार: 6 मार्च 2026 को इसे पुरःस्थापित (Introduced) किए जाने का कार्यक्रम था।
52. 2026 संशोधन में क्या बदला?
आधिकारिक विधेयक के अनुसार:
राजस्थान पंचायती राज अधिनियम, 1994 की धारा 19 (Section 19) में संशोधन प्रस्तावित किया गया।
इसमें:
- मौजूदा खंड (ठ) हटाना;
- मौजूदा परंतुक के खंड (iv) को हटाना;
- Explanation-I को हटाना
प्रस्तावित किया गया।
2026 → Rajasthan Panchayati Raj Amendment Bill → Act 1994 → Section 19
यह एक current-affairs + polity प्रश्न बन सकता है।
महत्वपूर्ण: विधेयक को "Bill" और अंतिम अधिनियम/प्रवर्तन को अलग-अलग समझना चाहिए। केवल विधानसभा में विधेयक प्रस्तुत होना अपने-आप में यह सिद्ध नहीं करता कि अंतिम कानून उसी रूप में लागू हो गया।
53. 2026 में पंचायती राज से संबंधित चुनावी मुद्दा
राजस्थान विधानसभा के 2026 के आधिकारिक कार्य-सूची/अनुदान दस्तावेज में पंचायत चुनाव परिसीमन (Panchayat Election Delimitation) और परिसीमन में गड़बड़ी एवं पुनः परिसीमन से संबंधित चर्चा का उल्लेख मिलता है।
2026 → पंचायत चुनाव + परिसीमन (Delimitation) एक महत्वपूर्ण वर्तमान तथ्य है।
54. वर्तमान प्रशासनिक स्थिति
राजस्थान के ग्रामीण विकास एवं पंचायती राज विभाग का आधिकारिक ऑनलाइन सिस्टम 2026–27 तक की योजनाओं और कार्यों की स्थिति दिखा रहा है। विभागीय डेटा को राजस्थान सरकार/NIC द्वारा प्रबंधित बताया गया है।
इसका मतलब यह है कि हमारी किताब में केवल संवैधानिक ढाँचा ही नहीं, बल्कि वर्तमान प्रशासनिक डिजिटल व्यवस्था से जुड़े तथ्य भी आवश्यकता पड़ने पर शामिल किए जा सकते हैं।
55. 2026 का वित्तीय अपडेट
भारत सरकार के पंचायती राज मंत्रालय (Ministry of Panchayati Raj — MoPR) ने वित्तीय वर्ष 2026–27 के लिए विभिन्न योजनाओं का Budget Estimate (BE), Revised Estimate (RE) और Actual Expenditure का अद्यतन विवरण 4 अगस्त 2026 को प्रकाशित किया है।

पंचायतों को स्थानीय विकास के लिए निम्न क्षेत्रों में भूमिका दी गई है:

The 73rd Constitutional Amendment Act, 1992 provided constitutional status to Panchayati Raj institutions and added Part IX to the Constitution. It provided for Gram Sabha, three-tier Panchayati Raj system, 5-year term, reservation for SC/ST and women, State Election Commission, State Finance Commission, and devolution of powers and responsibilities to Panchayats. The Eleventh Schedule with 29 subjects was also added. The amendment came into effect from 24 April 1993.

Local Self-Government in India comprises Panchayati Raj (rural) and Municipalities (urban). The 73rd Amendment (1993) added Part IX and the 11th Schedule with 29 subjects, establishing a three-tier Panchayati Raj system with Gram Sabha, reservation for SC/ST and women, a 5-year term, State Election Commission, and State Finance Commission. The 74th Amendment added Part IX-A and the 12th Schedule with 18 subjects for municipalities.
Panchayati Raj was launched in Nagaur, Rajasthan on 2 October 1959 by PM Jawaharlal Nehru, with CM Mohanlal Sukhadia. Balwant Rai Mehta Committee (1957) recommended the three-tier system. L.M. Singhvi Committee (1986) recommended constitutional status.
In Rajasthan, the Panchayati Raj Act, 1994 governs local governance. The Rajasthan Panchayati Raj (Amendment) Bill, 2026 (Bill No. 7) was introduced to amend Section 19 of the Act. Panchayat election delimitation was also discussed in 2026. The Ministry of Panchayati Raj published 2026–27 scheme-wise BE/RE/Actual expenditure statements on 4 August 2026.
Gram Sabha consists of all registered voters, not elected representatives. State Election Commission conducts Panchayat elections, not the Election Commission of India.
